Part of an edition of The Guardian - sadly only the front and back pages (ie pp1-2 and 15/16) - in the aftermath of Kennedy's assassination. The front page news report (by Alistair Cooke) is Lee Harvey Oswald's shooting by Jack Ruby, including the second-before-the-shooting photo of Ruby taking aim, as well as other items to do with Kennedy's death. There is also an interesting story about the Liberal MP Mr Emlyn Hooson attacking the Police Bill, which, he said, would lead to "a more bureaucratic and less effective police force. " He said that the bill was another example of centralisation, and of the government's usurping of responsibility from local authorities, and would "transfer absolute discretionary powers of control over the police to the Home Secretary", thereby frustrating the local police. Hooson said that the "most effective way to prevent or detect crime [was] to have more men on the beat, who should be relieved of much of their time-wasting clerical and court work..." Some things never change, it seems.
