Chapman was for many years the County Surveyor for Somerset, and then Kent - this is his story. The b/w photos of long forgotten County Council servants are of possibly limited interest, but there are also quite a few photos etc of historical interest - eg early bypasses in (then) rural parts of Kent, and a plan for the proposed tunnel under the Thames at Dartford (also pretty rural back then) , not finally built for another 30 years.
